Under the guidance and supervision of the Assistant Secretary General for Political Affairs and Human Development (PAHD), the Expert is responsible for providing services to the Organs of the ACP Group and ACP-EU Joint institutions in the areas of education, health, science and technology, and innovation; monitoring and follow-up of decisions by the Organs of ACP Group of States; follow-up of the implementation of the relevant sectoral/thematic provisions within the OACPS-EU Partnership Agreement; operational monitoring and follow-up of the implementation of intra-OACPS funded programmes; monitoring and follow-up of the relevant sectorial/thematic Memoranda of Understanding (MoU) with international organizations; providing assistance to ACP States to maximally benefit from global sectoral and thematic policies, strategies and programmes.
The Expert defines the vision for the programmes and activities in the sector, proposes policies and strategies, and provides advice and technical support, manages the process and content, transactions and operations. The incumbent has the combined role of a Manager for programmes and projects in the areas of education, health, science and technology, and innovation, and Advisor in terms of provision of technical support to OACPS Members. .
The Expert on education, health, science and technology, and innovation works closely as a team player with colleagues in the Department, other professional staff in the OACPS Secretariat and an interlocutor with counterparts at the European Commission and regional organizations. He/she also maintains contacts with cooperating partners and agencies by implementing the Memoranda of Understanding (MOUs) in agreed areas of collaboration on education, health, science and technology, and innovation with a view to synergizing OACPS Secretariat’s work with these external actors and as a result enhancing the benefits of OACPS Members and Regions.
